Vanguard Overwatch advises the gambling sector on regulation, compliance and public policy. Our practice centres on independent evaluation and review: testing whether obligations are properly understood, whether controls are designed to meet the risks the business actually faces, and whether those controls operate as intended in practice.
We do not rely on documents alone. Every evaluation and review is underpinned by structured assurance activity: close examination of information and records, together with direct onsite observation and process walkthroughs with your people. That is how we test whether what is written in policy is reflected in day to day practice, and whether your evidence will stand up when it is scrutinised.
We combine senior regulatory experience with a working knowledge of gambling operations, and we say what we find.
INDEPENDENT EVALUATIONS AND REVIEWS
Independent AML/CTF evaluations
The reformed AML/CTF regime places renewed weight on the independent evaluation of your program. We evaluate AML/CTF programs across the gambling sector, testing how well your program identifies and manages ML/TF risk, whether its design is adequate, and whether controls operate as intended in practice.
We go beyond surface level compliance testing to examine whether your program reflects the ML/TF risks your business actually faces, and whether it is being executed by your people day to day. Our findings are frank, prioritised and actionable: a credible path to remediation rather than a false sense of compliance, and the impartial scrutiny that governing bodies, senior management and regulators expect.
Independent reviews of Gaming Plans of Management
We test your GPOM against mandatory content and harm minimisation obligations, and examine how it operates in practice across your venues. Our reviews consider whether the plan is calibrated to the gaming risk profile of each venue, and whether it functions as a working document rather than a compliance artefact.
Independent reviews of responsible gambling arrangements and performance
We assess safer gambling policy, practice and culture against jurisdictional requirements and better practice, and identify where capability can be strengthened. Our work is informed by the direction of policy and community expectation, not only the requirements presently in force.
Independent reviews of VIP and player reward programs
We examine how your rewards and loyalty arrangements are designed and operated, testing eligibility, inducements and tiering against harm minimisation obligations and the closer attention regulators are now giving player loyalty schemes. We also consider how these arrangements intersect with your AML/CTF and responsible gambling obligations.
Discreet venue assessments
We assess how obligations are met in practice through discreet, unannounced visits that observe the patron experience and frontline conduct as they actually occur, complementing our review of information and records.
Each of these services is underpinned by the assurance activity described above: records examined closely, and practice observed directly on site.
PROGRAM DEVELOPMENT AND COMPLIANCE SUPPORT
AML/CTF program build and underlying policies
We build your AML/CTF program and supporting policy framework, anchoring regulatory obligations in clear governance, defined accountabilities and controls that operate in practice. This extends to ML/TF risk assessments, procedural documentation and remediation planning following regulatory contact or independent evaluation.
Risk appetite statements
We work with boards and executives to develop clear risk appetite statements that set out the level and type of risk the organisation is prepared to accept, giving governance a defined benchmark against which decisions and controls can be tested.
Outsourced operational support
We can perform selected compliance functions on your behalf, such as enhanced customer due diligence, giving you access to specialist capability and capacity without building it in house. We also provide additional resourcing for complex regulatory projects and initiatives.
Board training and awareness sessions
We deliver targeted briefings for boards and senior management on AML/CTF and safer gambling obligations, the current enforcement environment and their oversight responsibilities, so governance keeps pace with rising expectations. We also deliver sector specific training for compliance officers, gaming staff and frontline teams.
REGULATORY STRATEGY, ENGAGEMENT AND INTERVENTION
Regulatory posture and engagement
We offer strategic advice to help organisations interpret regulatory frameworks, engage effectively with regulators, and navigate industry supervision requirements. Our expertise includes leveraging risk based and principles based compliance approaches to drive operational and strategic outcomes, reinforce industry leadership, and balance commercial imperatives with regulatory obligations.
We also work with businesses to assess their capacity for adopting leading practices that enhance regulatory outcomes, strengthen industry integrity, embed a compliance oriented culture, and align with evolving community expectations.
Regulatory intervention
We advise gambling operators facing heightened regulatory scrutiny, compliance intervention or enforcement action. Our support includes helping businesses understand allegations, regulatory concerns and enforcement objectives, and identifying resolution strategies to mitigate adverse action.
Investigations
We support internal fact finding inquiries, examination of alleged regulatory breaches, and remediation efforts. Our expertise extends to assisting organisations in preparing responses to regulators, working with partners to conduct forensic reviews, and implementing corrective measures.
Licensing and authorisations
We provide strategic guidance to new market entrants and to established local and international gambling operators, ensuring they understand and effectively navigate complex regulatory frameworks. Our expertise supports operators in meeting regulatory obligations, securing and maintaining licences, obtaining authorisations and variations, and expanding operations in a compliant and sustainable manner.
POLICY, RESEARCH AND ADVOCACY
Public policy insights and advocacy
We provide expert advice on navigating the intersection of public policy and politics, helping organisations surface critical issues, build traction and advance policy outcomes.
Effective advocacy requires more than articulating a position. It demands a deep understanding of the policy landscape, competing arguments and stakeholder dynamics, together with the ability to shape or influence public discourse. We help clients refine their policy positions, frame issues persuasively, and engage with decision makers to drive meaningful change. We also assist in the development and rigorous testing of regulatory strategies, policies and compliance frameworks.
Applied research and policy analysis
We undertake research on regulatory, policy and harm minimisation questions, bringing evidence and sector insight to inform strategy, submissions and reform.
CULTIVATING LEADERSHIP
We support organisations in making informed decisions when appointing senior executives to key public policy, compliance and regulatory roles. With deep expertise in regulatory leadership and governance, we provide critical insights to support sound executive selection.
Our mentoring program is designed for regulatory leaders committed to professional development and strategic growth. We offer tailored guidance to enhance leadership capabilities, navigate complexity and address career challenges, fostering intellectual engagement, strategic reflection and the ability to lead effectively in demanding regulatory environments.

With a systems lens, strong grounding in behaviour change, and experience across multiple international jurisdictions, Jay helps organisations align policy with purpose. This work supports leadership to integrate safer gambling into the fabric of decision-making, while equipping frontline teams with policies that are compliant, workable, trusted and regulator-aligned.

Jay Robinson supports clients to turn safer gambling policy into consistent, everyday practice across their business: bridging the gap between intention and execution. The focus is on measurable improvement, cultural alignment and building frontline confidence to apply safeguards with consistency and care.
Working directly with leaders, host responsibility teams and back-of-house functions, Jay helps implement controls that are practical, culturally relevant and regulator-aligned. This ensures that what is written in policy is reflected in day-to-day operations, and that staff can demonstrate it when scrutiny comes.
Jay’s support helps organisations move from compliance pressure to cultural readiness, and from reactive fixes to sustained safer gambling leadership that meets both operational and regulatory expectations.
FAQ
QUESTIONS CLIENTS ASK
-
A risk-based program starts with your ML/TF risk assessment. That assessment maps where risk actually sits across customers, products, channels and jurisdictions. From there, you design and calibrate controls to the risk — stronger measures (EDD, tighter monitoring, faster escalation, more frequent reviews) where risk is higher; proportionate, lighter touch where it’s lower.
Crucially, you then test whether those controls work: define KRIs and thresholds, sample activity, run QA on files and interventions, check exception management, and track issues to closure. Layer in independent review and periodic control effectiveness testing against your risk assessment, so the program keeps pace with changes and your evidence stands up to regulatory scrutiny.
In short: assess risk → tailor controls → verify effectiveness → improve. We help you document each step (risk assessment, control library, test plans and assurance results) so your judgements are clear, defensible and repeatable.
